Connecticut Green Bank

The Connecticut Green Bank (“Green Bank”) formed in 2011 is the first full-scale state-level Green Bank in the US.  As CIO, Mr. Hunter leads a team of 7 clean energy finance professionals that develop new and innovative financing programs together with other Green Bank staff. In the past four years, the Green Bank team has deployed more than $1 billion in public and private investment in energy efficiency and renewable energy – notably solar PV – while using approximately $180 million in public funds. In solar PV finance, the Green Bank has attracted more than $250 MM for residential and commercial programs including 2 Solar Lease Funds for residential, commercial and municipal projects, a Solar Loan fund and the “Smart-E” Clean Energy Residential Loan program using structures with tax equity, non-recourse financing, loan loss reserves and “crowd funding”. Recognized as managing one of the nation’s leading C-PACE programs, the Green Bank arranged a $100 MM funding facility with Hannon Armstrong to fund the program, was the first to securitize C-PACE receivables (with CleanFund) and pioneered the technique to secure power purchase agreement payments using C-PACE. With a mission that embraces “Solar for All” – the Green Bank sourced/funded $17 MM for a Low- to Moderate-Income solar program with partner Posigen. In addition, the Green Bank has funded hydroelectric and solar projects with green bonds (sold to an institutional investor), 5 MW of utility wind and more than 20 MW of fuel cells.

 

Before joining the Green Bank, Mr. Hunter was VP Finance / CFO of Spectrum Capital, an investment bank focused on global commercial aircraft finance and investment in US electric power generation. Prior to Spectrum, he was VP/Treasurer of the international leasing company of Chemical Bank (now JP Morgan Chase). Mr. Hunter is Chairman of the Board of the newly established Montgomery County (MD) Green Bank, board member and treasurer of the Housing Development Fund (CT), and is a member of the board of PACENation. Mr. Hunter holds an MBA from The Wharton School and a BS from Wake Forest University.
