Andrew Cross is the Acting Director of Treasury Market Operations at the International Finance Corporation (IFC), a member of the World Bank Group and the largest global development institution focused on the private sector.


IFC Treasury Market Operations is responsible for safeguarding IFC's triple-A rating through prudent management of the Corporation's Debt Capital Markets activities, Liquid Assets poo,l and Balance Sheet hedges, while generating revenue for the Corporation.


In his role, Mr. Cross represents IFC as a premier AAA rated supranational issuer in the Global Debt Capital Markets. He provides leadership to a dynamic team of professionals located across the Washington DC, London and Singapore trading floors of IFC Treasury; he develops and implements the Funding, Cash and Liquid Asset management strategy of IFC, while seeking excess return within the constraints of investment policies and guidelines.


Most recently, Mr. Cross was the IFC Deputy Treasurer for Asia & Pacific. He was based in Singapore where he led IFC’s Treasury, Debt Capital Market and Syndications transactions across the Asia & Pacific region.


Prior to that, Mr. Cross was the Head of the Sub-Saharan Africa, Latin America and Caribbean teams responsible for the delivery of local currency products within IFC Treasury. Mr. Cross joined IFC in January 2006 as a Principal Financial Officer and a member of the Funding team.


Before joining IFC, Mr. Cross was an investment banker at Merrill Lynch International from 1993 onwards initially based in London. He worked as a Director in Debt Capital Markets with responsibilities spanning Sovereign, Corporate and Financial Institution Clients in the Europe, Middle East and Africa regions. From 2000 to 2002, Mr. Cross was based in Johannesburg at Merrill Lynch International with responsibilities for Southern Africa Debt Capital markets.


Mr. Cross has an undergraduate degree from the University of Waikato, New Zealand and an MBA from the University of Cranfield, United Kingdom.
